It has close to the consciousness of the Ministry of Coal about allegations of giving preferential therapy to 1 Speak Authorities in allocation of coal blocks which is flawed and never primarily based fully fully on info.
There’s never always a special rule or scope of giving special therapy to somebody Speak. Due to the this truth, the review of preferring one Speak as claimed is baseless and deceptive.
Details are given below:
Two lignite blocks used to be allotted to GMDC (Gujarat Mineral Construction Company Ltd) in 2015 with following particulars:
Bharkandam lignite block allotted on 10.08.2015
Panandhro Extn. Lignite block allotted on 10.08.2015
In a similar method, three coal blocks had been allotted to SCCL, a Authorities of Telengana PSU:
Naini coal block in Odisha allotted on 13.08.2015
Pengadappa coal block in Telangana allotted on 15.12.2016
New Patrapara coal block in Odisha allotted on 30.10.2019.
One coal mine Tadicherla-I in Telangana used to be also allotted to Telengana Speak Energy Generation Limited on 31.08.2015
Essential to bring to consideration that out of above three coal mines allocated to SCCL a Authorities of Telengana PSU, Pengaddppa and New Patrapara coal blocks were surrendered by the SCCL under amnesty intention of Central Govt., wherein penalties for hand over of coal mines by PSUs has been waived off by the Centre. The Naini block allotted to SCCL, a Authorities of Telengana PSU in 2015 is silent no longer operationalized by the Authorities of Telengana even though GoI has facilitated in acquiring all of the clearances.
Auction of coal blocks are being implemented through Mines and Minerals (Construction and Law) Act, 1957 & Coal Mines (Special Provisions) Act, 2015 that Union of India has undertaken regulation of mines and mineral pattern. Both these Acts present for a transparent mechanism of mine allocation.
The most transparent mode of auction is being adopted since the inaugurate of business mining on 18th, June 2020, under which all coal
/lignite blocks were given through auction route in the marketplace of coal/ lignite. No coal/lignite blocks were given through share route after inaugurate of business mining to any Speak or Central PSU.
